Heather Elizabeth Langenkamp was born in Tulsa, Oklahoma. Her mom, Mary Alice, is an artist, and her dad, Robert Dobie Langenkamp, is a lawyer who worked in the energy field. He had an important job in the Carter Administration, helping create the Strategic Petroleum Reserve.
During the Clinton Administration, he was involved in making Naval Petroleum Reserve No. 1 private. Later on, he became the director of the National Energy & Environmental Law & Policy Institute at the University of Tulsa College of Law.
